The renewed Clean and Emission-free Construction Equipment Subsidy Scheme (SSEB) will be launched on 4 March 2025. This offers entrepreneurs in the road construction sector an excellent opportunity to invest in sustainable equipment. The scheme has become simpler and more attractive, with fixed subsidy percentages, less complex settlements and a larger budget. All this makes the transition to emission-free work more accessible than ever.
What will change?
Key changes in the SSEB 2025 at a glance:
1. Fixed grant rates for greater clarity
Entrepreneurs get instant insight into the subsidy amount by using fixed percentages:
- 14-19% small business grant
- 14% grant for large enterprises
- 30% grant for hydrogen technology (SMEs)
- 25% hydrogen technology grant (large enterprises)
These changes provide a more transparent and predictable scheme, with no offsetting against the Environmental Investment Allowance (EIA).
2. Expanding grant opportunities
More technologies and sectors are eligible, including:
- Hydrogen combustion engines for construction machinery and vehicles
- Ship rental (addition of SBI code)
- Electrification of auxiliary functions via retrofit solutions
3. Larger budget for emission-free equipment
To encourage the transition to zero emissions, a larger budget will be made available in 2025:
- €48 million for procurement subsidy
- €7 million for retrofit solutions
This will allow more companies to benefit from financial support to switch to zero-emission equipment.
Extra financial benefit with MIA
In addition to the SSEB, the Environmental investment allowance (MIA) be utilised, which can provide an additional tax benefit of up to 8%. By combining the two schemes, the return on investment becomes even more attractive.
Sample calculation: At an investment of €1,500,000 in a zero-emission construction tool, with an additional cost of €500,000 compared to a fossil variant:
- SSEB grant: up to €95,000 (19%)
- MIA benefit: up to €40,000 (±8% net tax benefit)
- Total financial gain: up to €135,000

The SSEB 2025 makes emission-free work more financially accessible and easier. At the same time, emission requirements are becoming increasingly stringent, meaning that investing in clean construction equipment is becoming not only advantageous, but also necessary.
